Original articles of scientific, industrial, and practical value are accepted for publication. An author has the right to submit only one scientific article per issue, provided that it has not been published previously.

Aims and Objectives of the Journal

The aim of the scientific journal Power Engineering: Economics, Technique, Ecology is to establish an authoritative professional platform for disseminating the results of fundamental and applied research in the fields of power engineering and energy efficiency, contributing to the innovative development of Ukraine’s energy sector and the integration of national science into the global scientific community. The journal is focused on ensuring high standards of academic quality, research integrity, and openness of scientific results, while supporting an interdisciplinary approach to addressing contemporary technological, economic, and environmental challenges in the energy sector.

The main objectives of the journal are to publish original scientific articles containing substantiated research results with scientific novelty and practical value; to develop scientific discussion on current issues of energy security, sustainable development, intelligent energy systems, energy markets, and environmental transformation of the sector; to promote the implementation of modern technologies, methods of modeling, monitoring, and control of energy processes; and to support research in renewable energy, energy efficiency improvement, and decarbonization.

Review Process

All articles submitted to the editorial board, except for informational notices, are subject to peer review. The purpose of peer review is to facilitate the rigorous selection of authors’ manuscripts for publication and to provide specific recommendations for their improvement. The peer review procedure is aimed at the most objective evaluation of the content of a scientific article, determining its compliance with the requirements of the journal, and includes a comprehensive analysis of the strengths and weaknesses of the article. Only those articles that are of scientific value and contribute to solving current problems and tasks are accepted for publication. Special consideration is also given to the compliance of the manuscript with the rules for preparing articles for publication in the scientific journal Power Engineering: Economics, Technique, Ecology.

To improve the quality of the peer review process, independent experts are involved and provide their opinions in writing. According to the journal’s editorial policy, the peer review procedure is anonymous for both reviewers and authors. The main purpose of the peer review procedure is to prevent poor research practice and to ensure coordination and balance among the interests of authors, readers, the editorial board, reviewers, and the institutions where the research was conducted. Reviewers evaluate the scientific level, novelty, and originality of the submitted article, the compliance of the article’s content with the topic stated in the title, the thematic areas of the journal, the requirements of the Higher Attestation Commission of Ukraine, and compliance with current copyright legislation. In addition, reviewers determine whether the article complies with the principles of ethics in scientific publishing and provide recommendations for eliminating possible violations.

Reviewers are informed that the manuscripts sent to them are the intellectual property of the authors and contain information that must not be disclosed. Reviewers are not allowed to make copies of the manuscript under review or use knowledge of its contents prior to publication. The review process is based on confidentiality: information about the article (dates of receipt, content, stages and specifics of the review, reviewers’ comments, and the final decision regarding publication) is not disclosed to anyone other than the authors and reviewers. Violation of this requirement is possible only in cases where there are signs or allegations of inaccuracy or falsification of the article’s materials. With the consent of the authors and reviewers, reviewers’ comments may be published together with the article. In any case, the author of the reviewed manuscript is given an opportunity to ознакомиться with the review text, especially if the author disagrees with the reviewer’s conclusions.

Manuscript Review Procedure

The author submits to the editorial board an article that meets the requirements of the policy of the journal Power Engineering: Economics, Technique, Ecology and the rules for preparing articles and scientific abstracts for publication. Manuscripts that do not meet the accepted requirements are not registered and are not admitted for further consideration, and their authors are informed accordingly.

All manuscripts submitted to the editorial board are assigned, according to their subject area, to two reviewers. Reviewers are appointed by the Editor-in-Chief of the journal Power Engineering: Economics, Technique, Ecology or by his/her deputies. In some cases, the issue of selecting reviewers is decided at a meeting of the editorial board. By decision of the Editor-in-Chief, certain articles by distinguished scholars, as well as specially invited articles, may be exempted from the standard review procedure.

Reviewers may include both members of the editorial board of the scientific journal Power Engineering: Economics, Technique, Ecology and external highly qualified specialists with profound professional knowledge and experience in a particular scientific field, usually Doctors of Sciences and Professors.

After receiving the article for consideration (within 7 days), the reviewer evaluates the possibility of reviewing the materials based on the correspondence of his or her qualifications to the author’s field of research and the absence of any conflict of interest. If there are any competing interests, the reviewer must decline the review and notify the editorial board. The latter must then decide on the appointment of another reviewer.

As a rule, within 14 days the reviewer makes a conclusion regarding the possibility of publishing the article. The review period may be changed in each individual case in order to ensure the most objective assessment of the quality of the submitted materials.

Peer review is conducted confidentially according to the principles of double-blind review, in which neither the author nor the reviewer knows the other’s identity. Interaction between the author and the reviewers takes place either via e-mail through the executive secretary of the journal Power Engineering: Economics, Technique, Ecology or through the Open Journal Systems platform on the journal’s website at http://energy.kpi.ua. At the reviewer’s request and with the approval of the editorial board, interaction between the author and the reviewer may take place in an open format if such openness would improve the style and logic of presentation of the research material.

For all articles submitted for review, the originality of the author’s text is determined using appropriate software (StrikePlagiarism system).

After the final analysis of the article, the reviewer completes a standardized form containing final recommendations. In preparing this form, generally accepted recommendations on the sequence and organization of the review process were used and generalized. The editorial office informs the author of the review results by e-mail.

If the reviewer indicates that certain revisions are necessary, the article is sent back to the author with a proposal either to take the comments into account when preparing the revised version or to refute them with reasoned arguments. Together with the revised article, the author submits a letter containing responses to all comments and explaining all changes made to the article. The corrected version is resubmitted to the reviewer for decision-making and preparation of a reasoned conclusion regarding the possibility of publication. The date of acceptance of the article for publication is considered to be the date on which the editorial office receives a positive recommendation from the reviewer (or a decision of the editorial board) on the advisability and possibility of publishing the article.

If the author disagrees with the reviewer’s opinion, the author has the right to submit a reasoned response to the editorial office of the journal. In this case, the article is considered at a meeting of the working group of the editorial board. The editorial board may send the article for additional or new review by another specialist. The editorial board reserves the right to reject articles in cases where the author is unable or unwilling to take into account the wishes and comments of the reviewers. At the reviewer’s request, the editorial board may submit the article to another reviewer with mandatory adherence to the principles of double-blind review.

The final decision regarding the possibility and expediency of publication is made by the Editor-in-Chief (or his/her deputies), and, if necessary, by a meeting of the editorial board as a whole. After a decision is made to accept the article for publication, the technical secretary informs the author and indicates the expected publication date.

In the event of a positive decision regarding publication, the article enters the editorial portfolio of the journal for publication in the order of priority and relevance. In some cases, by decision of the editorial board, the article may be published out of turn in the nearest issue of the journal.

The article approved for publication is submitted to the technical editor. Minor stylistic or formal corrections that do not affect the content of the article are made by the technical editor without the author’s approval. If necessary or at the author’s request, the manuscript in the form of the article layout may be returned to the author for approval.

Responsibility for copyright infringement and non-compliance with existing standards in the article materials rests with the author of the article. The author and the reviewer bear responsibility for the accuracy of the facts and data presented, the validity of the conclusions and recommendations, and the scientific and practical level of the article.

This journal follows a policy of immediate open access to published content, supporting the principles of free dissemination of scientific information and the global exchange of knowledge for the benefit of society.

Key Aspects of the Editorial Board Strategy

Publication of foreign authors with a high ranking in international scientometric databases. The editorial board of the journal Power Engineering: Economics, Technique, Ecology seeks to ensure that the journal is of interest not only to scholars in Ukraine but also abroad. Therefore, the editorial board encourages publications submitted by authors from other countries, as well as collaborative works by teams consisting of both Ukrainian and foreign scholars.
Registration in leading international scientometric databases and catalogues. In order to integrate the scientific results published in the journal into global science, the editorial board plans to intensify the process of indexing the journal in foreign scientometric databases, electronic libraries, and repositories.
Publication of young scientists. The editorial board encourages publications by young researchers carrying out innovative scientific work in the fields of power engineering and energy efficiency.
Involvement of foreign specialists in the editorial board who have a high ranking in international scientometric databases.
Transition to an OJS-based digital infrastructure. This transition is intended not only for the online presentation of journal articles, but also for the entire editorial management process, including article submission, multiple rounds of peer review, and indexing.

Basic Principles of Editorial Policy

The main principles of editorial policy are relevance, reliability, validity, scientific novelty, and innovation in the published articles. The subject matter of manuscripts submitted for publication must correspond to the scientific scope of the journal. Articles must not contain overt or covert advertising (or anti-advertising). The editorial office reserves the right to edit submitted manuscripts in order to ensure compliance with grammatical, spelling, and stylistic norms and rules.

By submitting a manuscript for publication, the author(s) automatically confirm(s) that the submitted manuscript is being submitted for publication for the first time, is the result of the author’s own research, and that any use in the manuscript of other persons’ research or information from other sources has been оформлено in accordance with the current legislation of Ukraine and international practice. Manuscripts are accepted for publication only if the author(s) agree to open access to the article via the Internet: through the journal website http://energy.iee.kpi.ua, the information resource of the V. I. Vernadskyi National Library of Ukraine “Scientific Periodicals of Ukraine”, the Electronic Archive of NTUU “KPI”, scientometric databases, and the portals of foreign scientific libraries.

All manuscripts submitted for publication undergo a two-level review process: internal and external review.

Procedure for Considering Manuscripts

The manuscript is accepted by the editorial board for consideration only if its formatting complies with the current requirements of the Ministry of Education and Science of Ukraine, state and international standards, and the journal’s requirements for article preparation. A manuscript may be rejected or returned for revision if it does not meet the above requirements.
The manuscript is preliminarily considered by the editorial board.
The editorial board sends the manuscript for mandatory independent peer review.
Only after all issues concerning the content of the manuscript have been finally resolved is it considered accepted for publication.
The editorial board decides whether to include the manuscript in the relevant issue of the journal, and the author is informed accordingly.

The editorial board of the journal Power Engineering: Economics, Technique, Ecology seeks to ensure that the journal is of interest not only to scholars in Ukraine but also abroad. Therefore, the editorial board encourages publications submitted by authors from other countries, as well as collaborative works by teams consisting of both Ukrainian and foreign scholars.

In order to integrate the scientific results published in the journal into global science, the editorial board carries out the process of indexing the journal in foreign scientometric databases.

The editorial board encourages publications by young researchers carrying out innovative scientific work in the field of power engineering.

The editorial board supports the open access policy. Therefore, the journal website provides an article-by-article archive of the journal beginning in 2004 in open Portable Document Format (PDF). Each new issue of the journal appears on the website simultaneously with the printed version, without embargo.

As part of its editorial policy, the scientific journal Power Engineering: Economics, Technique, Ecology consistently adheres to the publishing standards of the COPE Code of Conduct approved by COPE (Committee on Publication Ethics).

Intellectual property rights to the results of scientific research submitted in the form of a manuscript to the editorial board belong to the authors of the article. In the event of plagiarism, responsibility rests with the authors of the submitted materials. The opinions and proposals expressed in the articles do not necessarily coincide with the views of the editorial board. The authors are responsible for the accuracy of information in the articles, the correctness of titles, statistical data, names, and citations. All questions and comments regarding the journal’s activities should be sent to the editorial board by e-mail or regular mail.

Compliance with International Publication Ethics Standards

The editorial office of the journal Power Engineering: Economics, Technique, Ecology operates in accordance with internationally recognized principles of transparency, integrity, and responsible scientific publishing. The journal’s editorial policy takes into account the recommendations of the Committee on Publication Ethics (COPE), as well as the provisions of DORA (San Francisco Declaration on Research Assessment) aimed at avoiding a purely formal and exclusively quantitative approach to the evaluation of research results.

The editorial office supports the principles of transparency in peer review processes, clear distribution of roles and responsibilities among all participants in the publication process, regulation of conflicts of interest, and equal and impartial treatment of authors. Editorial decisions are made solely on the basis of scientific quality, novelty, methodological validity, and practical significance of the research, regardless of official status, institutional affiliation, or any other non-scientific factors.

Procedure for Considering Complaints Concerning Violations of Academic Integrity and Publication Ethics

The editorial office of the journal Power Engineering: Economics, Technique, Ecology adheres to the principles of academic integrity, transparency, and responsibility in accordance with international publication ethics standards, including COPE recommendations. All appeals concerning possible violations (plagiarism, self-plagiarism, fabrication or falsification of data, improper authorship, duplicate publication, conflicts of interest, peer review manipulation, etc.) are considered regardless of the stage of the editorial process, both before and after publication.

A complaint must be submitted in writing to the editorial office, stating the essence of the alleged violation and, where possible, accompanied by supporting materials. After registration of the complaint, the Editor-in-Chief initiates a preliminary analysis; if necessary, an expert commission is established from among members of the editorial board or independent specialists. The author(s) of the article are necessarily informed of the substance of the allegations and have the opportunity to provide reasoned explanations within a specified period. The decision is made on the basis of a comprehensive analysis of the materials, taking into account the principles of impartiality and confidentiality.

Following consideration of the complaint, the editorial office may reject the complaint as unfounded; recommend editorial or authorial corrections (erratum, corrigendum, addendum); publish an expression of concern; or initiate a full retraction of the article.

Policy on the Use of AI and AI-Assisted Technologies

The journal Power Engineering: Economics, Technique, Ecology recognizes the potential of artificial intelligence (AI) tools to improve the efficiency of scientific work, while emphasizing that responsibility for the content, accuracy, originality, and academic integrity of a publication rests entirely with the authors. AI-assisted technologies cannot be recognized as authors or co-authors of an article and cannot bear legal or ethical responsibility for published material. The use of such tools must not violate the principles of academic integrity, copyright, or data confidentiality.

The use of AI is acceptable for auxiliary tasks, including language editing and stylistic improvement of the text, translation, formatting, preliminary data analysis subject to full verification by the authors, and technical support in visualization or preparation of illustrative materials. The use of AI is not acceptable for generating fictitious data, experimental results, or numerical calculations without proper verification; creating fabricated sources or references; manipulating the peer review system; or concealing real authorship. The use of AI does not relieve authors of the obligation to ensure data accuracy, proper citation, and compliance of the manuscript with the journal’s requirements.

Retraction Policy for Published Articles

Retraction of a published article is a mechanism for correcting the scientific record and informing the academic community about the unreliability or substantial discrediting of published results. The journal Power Engineering: Economics, Technique, Ecology applies the retraction procedure in cases of violations of academic integrity or significant scientific errors affecting the reliability of the study’s conclusions. Grounds for retraction may include plagiarism or improper borrowing, fabrication or falsification of data, duplicate publication, significant methodological or calculation errors, improper authorship, undisclosed conflicts of interest, or other violations of publication ethics.

The procedure may be initiated by the author(s), the editorial office, reviewers, readers, or other interested persons. Consideration is carried out by the Editor-in-Chief with the involvement of members of the editorial board or independent experts. The authors of the article are informed in writing about the initiation of the procedure and have the opportunity to provide reasoned explanations within the established time frame. The decision on retraction is made on the basis of a comprehensive analysis of the materials, in compliance with the principles of objectivity, impartiality, and confidentiality.

If a decision on retraction is made, the editorial office publishes a separate notice containing the full bibliographic description of the article, the reasons for retraction, and the initiator of the procedure. The text of the notice must contain a clear reference to the original publication. The electronic version of the article is not removed from the archive, but is marked as “Retracted” with the date of retraction indicated; the PDF version carries the corresponding visual mark.

The approved cost of services for the publication of one article in electronic form is 1270 UAH (for articles up to one author's sheet; for articles exceeding this volume, an additional amount of 1047.78 UAH/author's sheet is charged).

Open Access Archiving and Long-Term Preservation Policy

The journal Power Engineering: Economics, Technique, Ecology ensures long-term preservation and continuous availability of published materials in accordance with the principles of open access and digital reliability. Electronic versions are archived using specialized digital preservation systems, including LOCKSS (Lots of Copies Keep Stuff Safe), which ensures the creation of distributed backup copies in libraries and information centers and allows for automatic data recovery in case of loss or damage.

All articles, after acceptance for publication and release of the corresponding issue, are made available in open permanent access on the official journal website in the “Archive” section. Full-text materials are stored in formats suitable for long-term digital preservation, with permanent identification ensured through DOI. The editorial office takes organizational and technical measures to guarantee the integrity, authenticity, and availability of scientific content regardless of changes in software or technical infrastructure.

Open Data Policy and FAIR Principles

The journal Power Engineering: Economics, Technique, Ecology supports open science and promotes free access to scientific results and research data. The editorial policy is based on international open access and open scientific communication initiatives, in particular the principles of the Budapest Open Access Initiative, Open Citation Initiative (I4OC), Open Abstracts Initiative (I4OA), and the Barcelona Declaration on Open Research Information. The journal recognizes that open access to research data is an important factor in ensuring transparency, reproducibility, and verification of scientific research results.

Research data are understood as materials supporting the results of a study and usable for their verification, regardless of form (digital, textual, or otherwise), in accordance with the approaches of the UKRI Concordat on Open Research Data (2016). The journal encourages, but does not require, authors to deposit such data in open repositories, provided that ethical, legal, and confidentiality requirements are met. Authors are advised to choose repositories that ensure long-term preservation and assignment of persistent identifiers, including DOI, using reliable platforms.

When depositing data, authors should comply with the FAIR principles, according to which data should be findable, accessible, interoperable, and reusable. If open data are available, authors must include a Data Availability Statement in the article and provide proper citation of datasets in accordance with FORCE11 recommendations. Data should be available under conditions allowing lawful reuse by third parties.

At the same time, the journal adheres to the principle “as open as possible, as closed as necessary.” Restrictions on data openness may be applied in cases involving personal data protection, commercial sensitivity, intellectual property rights, or other legitimate grounds. In such cases, authors must clearly justify the restrictions on access. Submission of a manuscript to the journal implies the authors’ readiness to provide data necessary for verification of results to the editorial office or reviewers without unjustified restrictions.
