Abstract

The aim of the study is to substantiate the structure of a resilience index for the regional electricity supply system and to develop a calculation method for its components, oriented toward indicators of financial provision of regional resilience measures, since existing approaches to assessing the security of electricity supply, in particular the indicative approach, do not account for the territorial dimension of resilience and do not allow the quantitative comparison of regions by the state of implementation of measures aimed at strengthening the survivability of the power system.

The implementation methodology forms the resilience index as a weighted sum of five components: protection of critical infrastructure facilities, development of distributed electric generation, deployment of alternative power sources, distributed thermal generation, and grid development in the region and neighboring oblasts. The degree of fulfillment of each component is determined as the ratio of secured financing to the total funding requirement for the corresponding measure. A conditional example illustrates the calculation procedure for the integrated index value and its classification on a three-level resilience scale.

The results are of an applied nature: the proposed method allows the index to be calculated directly from data that regions publish as part of their own resilience plans, without additional data collection, and can be tested on real data as it becomes available from regions.
